In 1969, employees working at a dam disposed of three old electrical capacitors by dumping them into a nearby river. Each capacitor contained 10 to 12 gallons of oil heavily laden with PCBs. Over the years, the capacitors corroded and dispensed contaminated sediment over several acres in and along the adjacent river.

After intensive studies, the agency's consultants determined the best way to remove the pollutants was with a diver-assisted suction dredging operation.

Rain for Rent was meeting with a national CIPP contractor based in the New Jersey area. While discussing the sale of Power Prime pumps, the contractor mentioned that the company had been awarded a contract for a treatment plant that handled all the waste for the greater Memphis area. The treatment plants aging infrastructure was scheduled for relining and required a 120 MGD bypass. The 108-inch sewer line rehabilitation project was the largest-diameter CIPP installation in the U.S. The contractor had already received a quote from another pump company, but asked if Rain for Rent could also provide a quote for the turnkey bypass project.
