J Duggan and Associates is a small Landscape Architecture firm located in the Winchester Va., in the Northern Shenandoah Valley. The firm serves private, commercial, and institutional clients throughout the Valley and the Piedmont area of Virginia. Our smaller size allows us to get to know each client, understand his or her needs and be involved with all phases of each project.
Our Design strength lies in human scale development in residential, commercial and community and public spaces along with the amenities that make the spaces work.
We also have a passion for aquatic design ranging from intimate residential pools to large commercial aquatic centers and public fountains. So much so that although primarily a design firm, we will still, for select clients, design a custom pool with surrounds through our network of contractors, have it installed.
The firm is experienced with a variety of site development projects ranging from single-family homes to large commercial and municipal projects. Our Design and technical experience includes but is not limited to planting, grading and erosion control, irrigation, lighting (low voltage), patio, deck, pool/aquatic design, playgrounds and park environments. Total project management experience ranging from site analysis, initial conceptual design, final design with specifications, to supervision of the contractual and construction phase.
The design history of the firm includes numerous projects in the Metro DC, Northern Virginia and the Shenandoah Valley over the last 30 years. Projects range from residential master plans, custom pool design and installations, major Industrial Park Complexes. Community Planning/Design, Subdivision layout, EIS statements, Community Park and Aquatic center design.
We believe we bring a creative yet realistic perspective to all our projects in that our designs benefit from more than twenty-five years of design/build experience. During that time the principal, Joseph Duggan was not only responsible for the designs, but also for their construction management, seeing that the projects not only fulfilled the design program but also were installed on time and on budget
This Construction Management experience has allowed observation of what works and what doesn’t. This helps to insure that the designs presented are realistic and the entire process does not become a graphic exercise. Every design is “value engineered” right from the conceptual stage to bring the client the most value for his investment.

Our Principal, Joseph Duggan was a member of the Town of Front Royal planning commission for twelve years, being chairman during his last year. Experience includes participation in the development of Town Master Plan, transportation plan, numerous subdivision layouts, commercial and residential site plans, and municipal projects,
Along with adoption of numerous ordinances and amendments.
Mr. Duggan was also a member of Architectural Review Board for two years. This experience included review of architectural and landscape architectural designs for conformance with code and working with applicants in helping them to meet that code.
The experiences mentioned above have provided knowledge of the workings of local governments. Mr. Duggan has a unique perspective of having been on both sides of the fence regarding the government review process for Projects. He uses this experience while representing client’s projects to planning commissions, Town Councils etc. Mr. Duggan also makes it a point to keep informed regarding the growth, environmental and visual concerns of local government in order to address them in both designs for and presentations to them.
